Decent parking lot if the Paseo Nuevo Parking is full. The rooftop usually has lots of parking spaces. There is a working elevator and also restrooms to the West or North side of the parking lot...basically, opposite side of the elevator..
Parked from 2 to 6pm paid one hour only but I found bikes rental store so I forgot about parking and came back with no issue I asked they told usually they are not strict with paying fees but you have to be careful
