The contractor wired a series of outlets with reverse polarity - hot and neutral reversed. This is a potential shock Hazard. The contractor did not test his work for polarity, the homeowner discovered the problem and called them back to correct it. This is a very basic mistake that no experienced electrician should ever make.
They are like a motel 6 they will keep the light on
