I contracted with Delco Roofing in Sept. 2011. He accepted my down payment on the work but he never started the work. After working with him for several months to begin the work I consulted Better Business Bureau. BBB secured a check from him for my refund but the check was rejected by the bank for Non-sufficient funds. Charges have been filed with El Paso District Attorney.
