Ryan, your reply is exactly what I expected — a long defensive story that somehow avoids the only issue that matters: you didn’t complete the job in compliance with Florida law or Miami-Dade County requirements. Since you keep dodging it, here’s the reality you keep ignoring: When a state-licensed contractor performs sewer lateral work in Miami-Dade County, Florida Statute 489, the Florida Building Code, and Miami-Dade Water & Sewer enforcement procedures require you to: pull the proper permit, follow approved plans, perform the work to code, coordinate required inspections with WASD, and leave the job in a condition where a Certificate of Completion can be issued. Those obligations come from your licenses and from state law. You can’t “opt out” of them by claiming it wasn’t spelled out
