Makes false promises on deliverables knowing that cannot deliver on time.Blatently lies about the fact that they are staffed to handle any size project while running a skeleton crew. Management tells the PM'S TO LIE TO THE GC's THAT DELAYS ARE DO TO EQUIPMENT FAILURES, NOT SHORT STAFF!!
