The guy (Jeff Wynstock) supervisor for 20 years is a respector of persons. Meaning he favors some people and does favors only for the click in town. People who need the help he ignores.

If you are in the village they do fine work. If you are anywhere else in town they do a half-way job plowing and no longer do any mowing.
