What kind of public works department sits down in the morning and decides that the first thing they should do that day is head down to a campground full of campers at 7am with their big machinery, dump trucks and loud idling trucks? Not a very well thought out day there! And you can't tell me you didn't have enough time in your day that you couldn't find something to do for an hour or two beforehand!
