Maybe you could send out a text msg or notice to the local paper or on the local tv stations when there will be a planned outage. People who live at a certain address might not be the person paying the bill, so they may not be notified. We had this happen this a.m., and it was not pleasant! If you had used all the media available it would give people a chance to plan ahead.
